The whole thing struck me as an elongated introduction to more seasons rather than as a standalone one off. Lynch has done the quirky small town story in the first shows so probaly thought he needed to expand the scope to the wider world but in doing so threw the baby out with the bath water.
If the desire was to expand, i think the blue rose project runs the risk of becoming a supernatural x-files so needed tieing to the black lodge to prevent that. The bits where the town of Twin Peaks featured just seamed to act as an clumsy attempt to keep fans happy rather than add anything, almost as if lynch was unsure if the wider world angle would work.
It came across as a jumbled mess of ideas which hopefully will coalesce if more shows are made.
